Traffic & Access
Traffic modelling assessment work will continue over the coming months whilst we continue to engage with Cambridgeshire County Council and National Highways.
As part of this engagement, we will be seeking to secure measures to prevent HGVs travelling through Alconbury on a day-to-day basis. This could be a combination of both passive measures such as further signage, and active measures such as Automatic Numberplate Recognition (ANPR). Potential impacts on other Villages are also being assessed. Any such measures would be secured through the Section 106 Legal Agreement.
Further feasibility and design work is also ongoing for the secondary access and Globe Lane Public and Active Travel arrangements. Further information will be provided in due course.
Off-Site Highways Improvements
The completion of Highway Modelling will identify if and where off-site improvements are required to mitigate the impacts of the proposed development.
The obligation to complete and funding for these improvements will be secured through the Section 106 Legal Agreement. The implementation of any such works will be phased throughout the delivery of the site. The phasing will be agreed with the County Council and National Highways.
Construction Traffic Management
An Outline Construction Traffic Management Plan (CTMP) will be produced for the submission of an Outline Planning Application. It will outline the strategies and controls implemented to manage vehicle routing, minimise disruption to the public, and protect sensitive locations such as schools, residential areas, and environmentally sensitive zones.
In agreement with key stakeholders, including the County Council as the Statutory Highway Authority, a Detailed CTMP will then be prepared and agreed before any development takes place on the Site. This is a critical document developed to ensure the safe, efficient, and environmentally responsible movement of construction-related vehicles throughout the duration of a project.
Public and Active Transport
A Public Transport Strategy is currently being discussed with Cambridgeshire County Council, and will be secured through the Section 106 Legal Agreement. This will focus on a number of Bus Routes as well as active travel connections, and will include a commitment to subsidise these bus services.
The s106 Legal Agreement will allow for the review of and amendments to these routes, so that they can respond to the travel patterns that are evidenced once people are travelling to and from the Site regularly.
Flood Risk Alleviation
Over and above ensuring we can evidence the baseline position that the proposed development will not increase the risk of flooding on or off site, betterment can be delivered through both on-site features and the potential for the support of off-site projects.
Both of these options are currently being explored. Any potential support for off-site projects would be secured through the Section 106 Legal Agreement.
Building Heights
The proposed maximum heights of buildings across the Site have been informed by a comprehensive approach and iterative process around the landscape and visual assessment work, in consultation with Huntingdonshire District Council. This work is ongoing and changes to the maximum building heights will continue to be assessed.
Maximum building heights are varied across the Site in response to changes in context. The proposed Landscaping Strategy will build on this through the delivery of strategic landscaping, including significant tree planting.
Air Quality, Noise and Lighting
We will undertake detailed Air Quality and Noise Assessments. These studies will provide a clear understanding of current conditions and assess the potential impacts once the scheme is built and operational.
A Lighting Assessment will also be undertaken, which will also be informed by the Landscape and Ecology Surveys and Assessments. This will inform the choice of luminaires and any coverings that might be required.
